Margie Maasen, President
Having served as a Commissioner including Chair, Vice-Chair and Secretary on the Platte County Board of Park Commissioners for ten years, Margie had the opportunity to participate in planning for the growth of the County Park system. She served on the Platte Profile 2020 Vision committee as well as update in 2007, Northland Trails Vision committee, Platte County Land Use Plan committee, Platte County Parks Master Planning committee initially and in 2008, Platte County Community Centers committee and participated in groups and committees related to parks and recreation. Margie remains an active member of the KCMO/Platte County Park Partners ad hoc group, KCMO/Platte County Trails Committee, Line Creek Valley Development Planning committee, KCI Planning committee, and participates in planning efforts with opportunities for recreation in Platte County. Margie lives and works in Platte County as a Realtor with Reece & Nichols. She is married to Mike Maasen and they have three wonderful children together. They live in Kansas City, MO, in Platte County.
Margie has a Bachelors of Science Degree in Business Administration, from the University of Maryland - College Park. Though having attended college in Iowa and Maryland, she and Mike were born and raised in Kansas City North and moved back here in 1985. She has been actively involved with her children through various PTA’s and school committee’s, sports and church activities as they were growing up. Their youngest child is at the University of Missouri in Navy ROTC. Mike and Margie enjoy community service. Margie loves the outdoors – walking, riding bikes, exploring, gardening, traveling, being with friends and family as well as movies and music.
James Shoemaker, Secretary
Jim’s formal training is in Landscape Architecture, receiving his B.S. from Iowa State University with a minor in City Planning. He worked as a Landscape Architect and in Planning for Nason, Law, Wherman and Knight of Minneapolis. He worked as a City Planner for Louisville and Jefferson County Planning and Zoning Commission in Louisville, KY. He worked in Long Range Planning for six years for Kansas City, MO Planning Department. He worked as a Planner and Landscape Architect for Ochsner and Associates of Kansas City, Missouri.
For the last 27 years of Jim’s professional career, prior to retirement, he worked as a Park Planner with the Kansas City, MO Parks and Recreation Department. Jim is a Registered Professional Landscape Architect in the State of Missouri. He resides in Platte Woods, Missouri.
Tim Kristl, Treasurer
Tim was born in San Francisco, California. He attended the University of Notre Dame, where he earned his
Bachelor of Business Administration in Accounting and his Juris Doctor. Tim later attended the University
of Missouri at Kansas City where he earned his LL.M. in taxation in 1976. He was admitted to the Indiana bar
in 1968, the Court of Military Appeals in 1969, the Missouri and U. S. Supreme Court in 1972, and the U. S. Tax
Court in 1973. Tim served as a Commissioner on the Kansas City Missouri Tax Increment Financing
Commission from 1988 until his resignation in 1999.
Tim was chair of the Northland Regional Chamber of Commerce in 1999, the Clay County Economic
Development Council in 2005 and 2006. He was honored as "Northman of the Year" in 2001. He is a
member of the Clay County and Indiana State Bar Associations, and the Kansas City Missouri Society of
Hospital Attorneys. His civic service includes being a Commissioner for the Kansas City Parks and
Recreation Board and serving on the Kansas City Missouri Revenue Commission.
Tim's practice centers heavily around tax law, estate planning, and real estate law as related to tax incentives
for enhanced development. His hobbies include computers, baseball and astronomy.
Angie Mutti, Member
Angie is Director of the Platte County Community Center South for the YMCA of Kansas City, located in
Parkville. This site is one of the largest and newest YMCA locations in the metro area. It is the first Platte
County Community Center and It provides patrons with a variety of activities and amenities from aquatics and
exercise to sports and youth programming.
Neil Davidson, Member
Brian P. Nowotny, Advisory member (non-voting)A parks and recreational professional since 1992, Brian Nowotny is currently the Director of Parks and Recreation for Platte County and has served in that position since 2001. Originally from Texas, Brian previously lived in Arkansas City, Kansas where he was the Superintendent of the Arkansas City Recreation Commission. Brian received his Bachelor of Landscape Architecture Degree from Texas Tech University in Lubbock, Texas.
